Summary of The Woodlands’ Transition in Governance

In February, 2008, the Community Associations and The Woodlands Township signed a
Transition Agreement that outlines the transition of service delivery from the Associations to the Township. The following summary provides a brief explanation of the transition process.

For the next two years, through the end of 2009, the Community Associations will continue
operations and the employees of The Woodlands Community Service Corporation and The
Woodlands Fire Department will continue to provide existing services to the community. These municipal-type services include covenant enforcement, emergency medical services, fire protection, garbage, yardwaste and recycling collection, parks and recreation programs and activities, swimming pools, neighborhood watch, additional law enforcement and many other services and programs.

In 2008 and 2009, The Woodlands Township will fund a portion of the Fire Department through sales tax proceeds. In exchange for the funding, The Woodlands Township will have representation on The Woodlands Fire Department Board of Directors in 2008 and on The Woodlands Community Service Corporation and The Woodlands Recreation Center Boards in 2009.

All Associations’ 2008 assessment rates were lowered by at least 15% based on anticipated sales tax proceeds from The Woodlands Township to help fund The Woodlands Fire Department. The Woodlands Township committed to $6.1 million for fire services funding
from a partial year sales tax collection beginning in June, 2008.

For 2009, all Associations’ assessments will be further reduced based on sales tax proceeds. An additional 16% reduction is projected, due to an anticipated $13.7 million in funding for fire services from Township sales tax revenues.

Beginning in 20101, the covenant and service responsibilities of the Associations will be fully
assumed by The Township, which will fund the community services now provided by the
Associations. The Township has agreed to contract with The Woodlands Community Service
Corporation and The Woodlands Fire Department for services for years 2010 and 2011. Existing community services will continue under this contract arrangement.

1 Legislation will be pursued in 2009 to allow the Association abatements to be assumed by The Woodlands Township. This timeline is based on the assumption that any required legislation is passed during the 2009 Legislative Session.

In recent months, the Community Associations have received number complaints about pet waste in the parks, pathways and in community member’s front yards. Pet waste is more than smelly and unsightly- it is a health risk to the environment, pets, people and children. Animal waste contains disease-causing pathogens and harmful chemicals and nutrients that when not properly disposed of impedes landscaping efforts and can wash down storm drains contaminating our local drinking water. Please be reminded that it is a common courtesy to pick up after your pet. Your actions set example for others. Tell friends and neighbors about the ill effects of animal waste on the environment and encourage them to clean up after pets.

Major Road Projects- Montgomery County Precinct 3 has started two major projects in The Woodlands. The first is installing new and replacing old traffic signal lights at many intersections. The other is widening Research Forest drive from four lanes to six lanes from 1-45 to the bridge over Bear Branch. Both projects are expected to take from nine months to a year. They will also be addressing a line of sight problem on Lake Woodlands Dr from Falconwing to Shadowbend.

Q - Is it against the law to park on the streets or grass at the edge of the road in The Woodlands?

A - In some cases, parking on the roadway is illegal. The Woodlands Covenants and Residential Development Standards approve parking on the street only on a temporary basis. The parking of boats, trailers, and disabled vehicles is not allowed at any time. Keeping cars off the streets and on the drive may be a hassle for a family with multiple cars, or lots of visitors, but it is very important for the neighborhood.
Q - How are the annual assessment fees calculated, billed, and spent?

Q - What are the restrictions on satellite dishes?

A - Satellite dishes: A satellite dish antenna can be allowed on a lot if the dish is inconspicuous. All dishes must be black or gray in color. The removal of vegetation for signal reception is not allowed. More stringent restrictions apply to dishes over 39 inches in diameter. Since special restrictions apply to the location of satellite dishes on a lot, please phone for information before a purchase is made.
